Based on the recommendations of the ICTD Community, IL&FS is implementing 22 pilot projects in Jharkhand that synergize Common Service Centres (CSCs) and local post offices.

Infrastructure Leasing and Financial Services Limited (IL&FS) is one of India's leading infrastructure development and finance companies, and was designated as the project management agency for implementing the Common Services Centres (CSC) project on behalf of the Ministry of Information Technology, Government of India.

The CSC project is one of the largest e-Governance initiatives in the world, a public-private partnership project to deploy 100,000 rural ICT centres that will offer a variety of services to citizens. IL&FS raised a query asking members of the ICTD Community how to create synergies between the CSC scheme and the Extra Departmental Post Offices, and whether the rural post workers could also offer ICT related services, in order to understand the dynamics between the village post office/postman vis-à-vis the village community in rural India, and to develop a training-cum-capacity building tool for this target group.

Based on the recommendations offered by members, IL&FS is now implementing 22 pilot projects in Jharkhand, one in each district, that synergize CSCs and post offices, to create sustainable models for integrating CSCs with existing infrastructure to make CSCs socially and financially sustainable.
