Ramit Basu, while working with the National Social Watch Coalition (currently working as a consultant for the Ministry of Panchayati Raj, Government of India), wanted to explore the possibility of engaging local bodies in the Social Watch process, so he posted a query on the network, to gather insights and suggestions from members on the issue.

The replies were compiled into a Consolidated Reply, which was then forwarded to social watch organizations, to provide them concrete recommendations on how to make institutions of governance more accountable to people.
